(These funds are not always available throughout the year.)
Kentucky Utilities, Columbia Gas, Delta Gas, Licking Valley and Fleming Mason are utility companies that participate in the Wintercare Program. Caring customers of these utilities companies voluntarily donate towards this program when paying their bills to build this fund.
Who is eligible to receive assistance?
Only customers that meet the following are eligible.
- Applicants must be at or below 150% of the poverty level
- Clients who have one of the following utility companies:
Kentucky Utilities
Delta gas
Licking Valley
Fleming Mason
Columbia Gas
- A resident of Bath, Menifee, Morgan, Montgomery, or Rowan Counties
- Clients who have not received $150.00 from Wintercare from October 1st to May 31st
- Clients who owe a current bill, deposit, or re-connection fees
What type of information must customers provide?
- A client must provide proof of income for the previous month of applying.
- A receipt from there utility company showing they have paid half (1/2) of the bill.
- The utility bill they want assistance on.
- Proof of residency.
How much assistance will be provided?
Wintercare is a matching fund which means the client pays ½ of the bill and Wintercare pays the other ½ of the bill up to $150.00 depending on the amount of funding we have available at that particular time. Clients can only get up to $150.00 from October 1st-May 31st.
Wintercare is not always available during the application period from October 1st to May 31st so clients must call to verify with there local Gateway Community Action Outreach worker of availability.
